The printing process of ballots for the October 4, 2025 elections of municipal bodies – the City Council and the Mayor of a self-governing city/self-governing community – is underway.

The ballots are being printed in four printing houses in Tbilisi. The process is being permanently monitored by members of the Central Election Commission (CEC), as well as representatives of observer organizations. Today, the Chairperson of the CEC, Giorgi Kalandarishvili, observed the printing process at the “Favoriti Stili” printing house.

“This is a very important electoral process, as the main election document – the ballot – is being produced. Of course, it is also crucial that both the stakeholders and the election administration closely supervise and monitor the printing process, which, in turn, ensures transparency and high accountability to the public regarding the electoral process. On the other hand, quality control will be ensured so that the documents meet high standards, both for modernized and traditional polling stations. Together with observer organizations, we will monitor the process throughout this period, so that in cooperation with the vendor company and printing centers we can ensure the production of quality documentation and, at the same time, a transparent and open electoral process,” – stated the CEC Chairperson.

In total, 3,897,500 ballots are being printed, of which 2,813,150 are for technological precincts, while 1,084,350 (three types) are for traditional precincts.

It is noteworthy that for regions populated by ethnic minorities, ballots are being printed in Georgian-Armenian (103,200) and Georgian-Azerbaijani (295,100) languages.

The ballot printing process started on September 21 and will continue for several days. After completion, the ballots will be delivered to the District Election Commissions within the timeframes defined by law, and later to the Precinct Election Commissions.
